Costco is cracking down harder on non-members

Costco, the wholesale giant beloved for its bulk goods and famously inexpensive food court treats is tightening its policy on who gets to enjoy those moderately priced hot dogs and pizzas. This move emphasizes the exclusivity of its membership and marks a shift from the previously lax regulations, especially at locations with convenient outdoor windows.

A Long-standing Policy Gets Serious

The concept of a members-only food court isn’t new to Costco’s operational playbook. In fact, the food courts were always intended for the enjoyment of paying Costco members only. However, adherence to this policy has been inconsistent across the board, particularly where food courts were easily accessible from the outside and welcomed both members and non-members.

Recent developments indicate a shift towards stricter enforcement. Such talk started around Costco’s latest enforcement efforts when a Reddit post featuring an image of a sign outside a Costco food court in Orlando went viral. The sign boldly announced, “Effective April 8, 2024, an active Costco membership card will be required to purchase items from our food court. You can join today. Please see our membership counter for details.”

Representatives from several Costco locations have echoed this sentiment, confirming the implementation of new signage and stricter policy enforcement at the food courts. Specifically, all 18 Costco locations with outdoor food courts have been directed to verify membership status before serving customers.

The Grey Area of Shop Cards

The enforcement of this policy raises questions about non-members who possess Shop Cards, essentially Costco gift cards that allow non-members a taste of Costco shopping. While the signage seems to exclude anyone without an active membership, there’s ambiguity regarding the acceptance of Shop Cards for food court purchases. 

While one administrator in California confirmed that Shop Cards could still be used for buying food court items, a Florida representative contradicted this. However, he did hint at the possibility of policy adjustments in the future. Still, Costco’s corporate stance on this discrepancy remains unclear, as multiple inquiries regarding the policy went unanswered.

Reinforcing Membership Exclusivity

So, why now? This move is part of Costco’s broader initiative to maintain the exclusivity of its services for paying members. In June 2023, the retailer announced a crackdown on the enforcement of its membership policy at checkouts, ensuring that purchases are made by members themselves, not just anyone wielding a borrowed membership card. Costco employees have since ramped up membership card checks, even installing kiosks for card scanning at store entrances.

The rationale behind these measures is simple yet profound. Costco operates on a membership model, where annual fees contribute significantly to offsetting operational costs, allowing the retailer to keep product prices low. 

A Shift Towards Greater Exclusivity

The bottom line is that, for Costco, these tightened policies are not about exclusion but about ensuring that the benefits and value promised to paying members remain uncompromised.
